HEC Pakistan – A Brief Introduction
University Grants Commission, formed in 1974 was responsible for coordinating all the issues related to higher education in the country. Until 2002, when its name was changed to the Higher Education Commission (HEC) of Pakistan.
HEC oversees both extracurricular programmes and educational programmes on university level. It also brings various opportunities to local students. The department is responsible for a lot of things, we’ve mentioned a few below:
- Recording and ranking HEC recognised universities
- Planning and executing of higher education curriculums
- Regulating and governing universities in Pakistan
- Act as a bridge between industries and academic institutions to boost research
- Degree attestation
- Faculty development
- National and International grants
- Patent filing support
- Developing the university infrastructure in Pakistan
- Developing technology parks
- Providing students with national international scholarships
Aside from these functions, HEC also conducts entry tests for various programmes, most notably the Law Admission Test (LAT).
HEC E-Portal
In 2018, HEC launched its E-Portal to bring all of its facilities in one place. Whether you are a fresh PHD graduate looking for interim placement or a student looking for international scholarships, you can simply use the HEC E-Portal to avail any one of HEC’s facilities.
HEC E-Portal provides you with an option to not only lodge a complaint against any university but also lets you track the complaint, through HEC online Complaint Portal.
The E-Portal is easy to use, and for better user-interface, you should either use your desktop or a laptop.
HEC E-Portal
In order to avail any one of the commission’s services, the applicants must register themselves on HEC e-portal. Here is a stepwise breakdown of the entire process:
Step1: Visit HEC E-Portal
Visit the HEC E-Portal and begin the registration. We’ve shared the link below:
Step 2: Sign Up on the Portal
To create an account on the portal, you will need to provide following information:
- Nationality
- CNIC
- Region
- Password
- Phone number
- Email address
- Code verification
Pro Tip: Use an easy password that you already use for other sites, so that you are able to remember it later.
Once your registration is complete, you will receive an email notifying you of the completion of the process on the provided email address.
Step 3: Create Your Profile
Creating a profile is an important part of registration. Sign in to HEC Portal, by using your CNIC card number or POC card number.
Note: If you face a portal login error, there is no need for you to worry. Just click on “Forget Password” and you will receive an email on how to solve the issue.
Upon entering the interface, select the option ‘My Profile’ on the left-hand navigation tab. In this section, you will be required to fill in your personal, educational, and professional information.
The first profile category is ‘Personal Detail’ in which you will need to enter some requirements such as your full name, your marital status, your biographical information, father’s name, and ID card details.
After completing the personal detail tab, click next, you will be taken to the next category that requires to be filled. Following are the categories you need to fill to complete your profile on HEC portal:
- Personal Detail
- Contact
- Education
- Employment
- Publication (if you have any)
- Project (Optional)
- Certifications (Optional)
- Skill (Optional)
- Affiliations (Optional)
- References (Optional)
If anything comes up between the process, you can always ‘Save and Close’. Come back to complete the process anytime you want.
Pro Tip: Double check to make sure that every information filled is accurate, and the spellings are correct and same as those in your documents, otherwise HEC will reject your profile.
Step 4: Upload Documents
This is the last step of the registration process. In this step you will be required to upload scanned copies of the documents you have mentioned in the previous step.
This step has two further steps.
- Personal details documents
- Educational documents
Personal Details Document: In this step you need to upload scanned copies of both the sides of your CNIC.
You can also upload scanned copies of your domicile, passport or B-Form, if you do not have the CNIC yet.
Educational Documents: Here, you will need to upload scanned copies of your transcript or degrees of your secondary education, bachelors, or any degree you have.
After uploading all the required documents, the registration process will be completed.
Don’t forget to ‘Save and Close’.
HEC LAT Registration
HEC conducts an entry test for applicants wishing to enroll in undergraduate LLB programmes, in universities recognised by HEC, both private sector and public sector.
HEC entry test registration for LAT is quite easy. All you need to do is:
- Visit the E-Portal
- Register your account, the process is the same as mentioned above
- Deposit the HEC test registration fees PKR 500.
Note: The amount should only be deposited online or at an ATM, bank draft or a pay order will not be accepted.
- Send the copy if the deposit slips to the address: Room No. 13-209, 2nd Floor, HRD Building, HEC, H-8, Islamabad.
Note: Only the applicants applying through the E-Portal will be considered.

You can use your HEC profile to avail some of the functions that HEC provides. Click on the left hand navigation tab to see the following options.
- Apply for scholarships, both national and international
- Access different universities’ portal
- Apply for collaboration on researches
- Get foreign and local degree equivalence
- Apply for temporary placements for fresh PHD holders
