Kamyab Jawan Programme is an employment scheme launched by the Government of Pakistan to fill the unemployment gap in the economy. As you’d expect, the programme is designed with an intention to introduce job opportunities and expand their career paths.

First thing first, Kamyab Jawan Programme is divided into various schemes including:
- Youth Entrepreneurship Scheme
- Startup Pakistan Programme
- Hunarmand Pakistan (Skills for All) Programme
- Green Youth Movement
- National Internship Programme
- Youth Engagement Platform
In the above-mentioned list, the last three programmes have not yet been initiated yet. Hence, we will take a look at the features and procedures for the rest of the schemes offered under the Kamyab Jawan Programme.
Hunarmand Pakistan
The Kamyab Jawan Hunarmand Pakistan Programme is also called the ‘Skills for All Programme’. It aims to offer professional training and skills development opportunities to the youth of Pakistan and provide them employment opportunities, boosting the country’s economy. Hunarmand Pakistan will be implemented in the next four years.
Here are some of the features of Hunarmand Pakistan Programme:
- Providing high-tech skill-development training in modern fields such as 3D printing, mechatronics, robotics, advanced electronics, artificial intelligence, block-chain, and augmented reality.
- Youngsters in less-developed areas across Pakistan will be provided with hands-on skills in labour intensive jobs.
- The PM’s office will collaborate with the National Vocational and Technical Training Commission (NAVTTC) to initiate a National Employment System.
- 75 smart tech labs will be established to provide distance learning opportunities.
- NAVTTC will establish incubation centres, 2,000 TVET institutes, and develop 200 TVET qualifications.
- The programme aims to set up the National Accreditation Council for Technical and Vocational Stream Regulations.
- Set up around 70 workshops and labs in madrassas around Pakistan.
- Trainers from technologically advanced countries will be called in to train domestic trainers.
- Apprenticeship training will be conducted for about 25,000 applicants.
Eligibility Criteria for Hunarmand Pakistan Programme
The eligibility criteria to apply for the Hunarmand Pakistan scheme under the Kamyab Jawan Programme are as follows:
- Applicants must be between the age of 18 and 40 years.
- Applicant must carry valid Computerised National Identity Card (CNIC)
- Applicant must not have availed any government-sponsored skill development programme
- Applicant must not have enrolled in any other parallel training program, whether federal or government
Note: NAVTTC reserves the right to accept or reject an application if they’re not aligned with the provided guidelines. Meanwhile, applicants with physical disability will be given preference.
Applying for Hunarmand Pakistan Programme via Online Application
Here’s the entire procedure for applying for the skills for all programmes:
- Step 1: Visit the official Kamyab Jawan Programme website.
- Step 2: Select Hunarmand Pakistan (Skills for All) from the dropdown menu under the Kamyab Jawan tab on the navigation panel.
- Step 3: Click the ‘Trades Offered’ button at the top to search for your relevant trades, institutes, districts, and shifts from the available database.
- Step 4: Once you have selected the trade and institute, click on the ‘Apply’ button.
- Step 5: Fill out the Hunarmand Pakistan Programme application form correctly.
- Step 6: Re-check your information before clicking on the ‘Save’ button
- Step 7: Print out the submitted form for later use.
- Step 8: Track your application by using the ‘Track Application’ option. You’ll only be required to enter your CNIC number for this purpose.
- Step 9: Appear for an interview before the NAVTTC team at your desired institute. You’ll also have to bring your academic documents and qualification certificate.
- Step 10: Shortlisted candidates will receive a notification.
Note: For those who can’t apply manually, the first three steps of the process remain the same, after which they can print out the form and fill and submit it in person.
Startup Pakistan
The Startup Pakistan scheme aims to create employment opportunities and economic activity through the development of startups. The programme features training sessions for entrepreneurial skills to a large group of people across Pakistan.
The initiative is designed for both individuals and institutions. The training will provide an insight to individuals and institutions alike about incubation programs, how to set up their own business, etc.
Eligibility Criteria for Startup Pakistan Movement
According to the Kamyab Jawan policies, the applicant needs to fulfil the following requirements in order to be eligible for the Startup Pakistan:
For Individuals
- All Pakistani CNIC holders are eligible for the programme regardless of their gender.
- Candidates must be aged between 21 and 45 years of age.
- Applicants should be undergraduate or graduate students at any educational institute.
- Participants should have an entrepreneurial mindset.
- The applicant should have the willingness to learn, receive and accept feedback, and implement the suggestions.
- Applicants should have commitment to be consistent, driven and motivated
For Institutions
According to KJP’s terms and conditions, here is a list of institutions that can participate in the Startup Pakistan:
- Government departments
- Incubators
- Accelerators
- Higher education institutions
- Institutional investors
- Corporations and businesses
- Non-profit organizations
- International development agencies
- Digital platforms
The institution is required to do the following to become eligible to apply:
- Must be registered in Pakistan
- International entities can only join the programme through local partnerships
- Commit to support the Startup Ecosystem, collaborate and coordinate
- Provide quarterly progress report
Process for Applying for the Startup Pakistan Scheme
Here is how you can apply for the KJP’s Startup Pakistan scheme:
For Individuals

- Step 1: Open official website.
- Step 2: Select Startup Pakistan from drop down menu.
- Step 3: Click on “Apply as an individual button”.
- Step 4: Enter all your details correctly.
- Step 5: Submit the form.
For Institutions
- Step 1: Open official website.
- Step 2: Select Startup Pakistan from drop down menu.
- Step 3: Click on “Apply as an institution”.
- Step 4: Enter all your details correctly.
- Step 5: Submit the form.
Youth Entrepreneurship Scheme (YES)
Youth Entrepreneurship Scheme was designed to provide interest-free loans to young people of Pakistan. This was created in line with the PM’s vision to create 10 million jobs for the youth of the country.
The loan was developed in collaboration with the following listed organisations:
- Pakistan Poverty Alleviation Fund (PPAF)
- State Bank of Pakistan (SBP)
- Small and Medium Enterprise Authority (SMEDA)
The loans will be processed and distributed by the following banks:
- National Bank of Pakistan
- Bank of Punjab
- Bank of Khyber
Eligibility Criteria for Loans
Here are the requirements you need to fulfil in order to become eligible for the loan application under the scheme:
- Those applying for the programme must have a valid NIC.
- They must be between 21 and 45 years of age at the time of application submission.
- The applicants must have entrepreneurial potential.
- Citizens as young as 18 can apply for a loan in case of IT or e-commerce related businesses.
- In case of businesses that require licensing or certification, the applicants must hold a respective qualification in the form of diplomas, certifications, authorisations, or licenses.
Applying for the Kamyab Jawan Programme Loan

Following are the steps you need to follow in order to apply for the YES scheme:
- The applicant must visit the official website of Kamyab Jawan Programme.
- They should click on the Youth Entrepreneurship Scheme tab.
- The applicant will then click on the green tab that reads “Apply Online for Loan” which will direct the user to a bank loan form.
- The applicant must fill in the correct details, making sure to fill all the sections of the Kamyab Jawan Programme form.
- The applicant will have to select the type of loan, the purpose, selected bank, and the amount of loan required. The website will automatically allocate the closest branch to you as a designated branch.
- The applicant must make sure to enter the correct CNIC details in order to prevent your application from being rejected.
- The form must be carefully proofread and then submitted to the portal.
- The applicant will then receive an SMS confirmation alert on their registered mobile phone number.
Note: The applicants need not attach any kind of documents while submitting the form online.
