Driving licence in Sindh is an official document and permit that enables the holder to drive various vehicles [such as cars] on expressways, highways, and roads that are accessible by the general public.
The process of obtaining a driving licence is pretty straightforward. Long gone are the days where you had to wait in long queues for the process. If you’re wondering why obtaining a driving licence in Sindh has become easy, the answer is simple. The Driving Licence Sindh application [which was launched in the end of 2016], has now completely digitised its functions.
These services are now available online and can be availed from the comfort of your home. The range of digitalised services include applying for a driving licence, theoretical exam, verifying a driving licence, paying the fee, and searching for the nearest driving licence centre. However, only step that requires a visit [to the office] is the practical driving test.

How to Apply for a Driving Licence for Sindh?
About the Driving Licence Sindh Application
The Driving License for Sindh (DLS) application lets you register for a driving licence, however, that isn’t the only thing that needs to be done. In order to complete the driving licence application process, you would need to visit the nearest licence centre in Sindh.
To make things more convenient, you can make an appointment online before you visit the centre. This makes things a lot easier, as compared to going directly to the centre and waiting for your turn, for hours on end.
Before getting into further details, we will discuss the basic types of licence in Sindh.
Types of Driving Licences in Sindh
There are three types of driving licence in Sindh:
- Learner’s driving licence
- Permanent driving licence
- International driving permit
We will discuss each of these in detail.
Process of Obtaining a Learner’s Driving Licence in Sindh
The process of obtaining a learner’s driving licence in Sindh is pretty simple, to make things easier for you, we have classified the whole procedure into these five steps;
- Step 1: Visit the Front Desk
- Step 2: Get Your Token
- Step 3: Registration, SNAP, & Medical
- Step 4: Pay Fees at NBP Counter
- Step 5: Data Verification
Step 1: Visit the Front Desk
Once you’ve filled the online application and taken an appointment online, all you need to do is visit the nearest driving licence centre and report at the front desk. Follow their instructions.
Step 2: Get Your Token
When you arrive at the front desk, you will be provided with a token, with an automated number that will be called upon in the later steps of the process.
Step 3: Registration, SNAP, & Medical
The responsible people will then help you register, and perform your medical exam, and then proceed with other formalities.
Step 4: Pay Fees at NBP Counter
Moving onto the next step, you will be required to visit the NBP counter and pay the assigned fees for the whole process.
Step 5: Data Verification
In the last step, the assigned officers will verify your documents and then provide you with a printed version of a learner’s licence.
Note: The learner’s driving permit is valid for a year’s time. The minimum amount of time after which the permit holder can take a driving test is 45 days for non-commercial drivers, and 60 days for a commercial driving licence.
Fee Structure for Learner’s Driving Licence
The fee structure for the learner’s driving licence fee is as follows:

Additional Requirements for Learner’s Driving Licence:
- The age of the applicant should not be less than 18 years
- Valid Original CNIC Card
- The applicant should be fit and with 6×6 eyesight
Process for Obtaining a Permanent Driving Licence in Sindh
The process for obtaining a permanent driving licence in Sindh has a few more additional steps, as compared to the process of a learner’s licence.
- Step 1: Online Appointment
- Step 2: Visit the Front Desk
- Step 3: Receive the Token
- Step 4: Report at Registration Counter
- Step 5: Fee Collection
- Step 6: Snap Counter
- Step 7: Medical Examination
- Step 8: Written/Sign Test
- Step 10: DSP Approval
- Step 11: Data Check
- Step 12: Print Card
Step 1: Online Appointment
With the DLS application, you can easily book an appointment instead of visiting the centre and waiting in long queues. This will save you a lot of time.
Step 2: Visit the Front Desk
Once you’ve made an online appointment, you will be allocated with a date and time at which you are required to visit the centre. When you reach, the first thing you need to do is visit the front desk.
Step 3: Receive Token
When you visit the front desk, the responsible official will hand over a token to you with a computerised number, that will help you through the next few steps.
Step 4: Registration Counter
When your turn arrives, you will need to proceed to the registration counter, and provide the responsible person with all your details.
Step 5: Fee Collection
In the next step of the process, you will be directed to pay the fees for the registration process.
Step 6: Snap Counter
The next step requires you to go to the ‘snap counter’, and get your picture taken for your drivers’ licence.
Step 7: Medical Examination
Similar to the learner’s permit procedure, the responsible people at the licence centre will perform a medical examination, so that they can clear you for further proceedings.
Step 8: Written/Sign Test
In this step you will be given a written test, where you would be examined on the basics of driving, and the signs that you should know and understand while on the road.
Step 9: Road Test
The next step will be to give a road test; this test will assess your ability to handle simple driving instructions; such as how you turn your car, whether or not you can reverse, etc.
Step 10: DSP Approval
Once you pass your tests, you will need the approval of the DSP on your application. This will allow the process to move further.
Step 11: Data Check
Your entire application will then be checked and all the information will be verified. Once it is done, proceed to the next step.
Step 12: Print Card
Once all the above-mentioned steps are fulfilled, without any discrepancy, the officials at the driving licence centre will print your licence for you, and provide it to you.
Fee Structure of Permanent Driving Licence
The validity for all permanent licences is three to five years, depending on the fees that you are paying at the time of the process.
The fee structure for the learner’s driving licence fee is as follows:

Additional Requirements for Permanent Driving Licence:
- The applicant’s age should not be less than 18 years
- Original and valid CNIC card is required
- The applicant should be physically fit, with a 6×6 eyesight.
Process for Obtaining an International Driving Licence

You will need to follow the following steps in order to obtain an international driving licence:

- Step 7: Printing of IDP
Step 1: Online Appointment
Using the DLS application, you can make an e-appointment, in order to avoid rush hours, and long waiting lines.
Step 2: Front Desk
On the day of the appointment, you need to show up at the nearest centre and visit the front desk to start the procedure.
Step 3: Get Your Token
The official on the counter will provide you with a token, that will help you easily move through the next few steps.
Step 4: Medical Examination
When it’s your turn, an officer would perform a medical examination which is a basic requirement for any driving permit.
Step 5: Registration Counter
Once your medical is done, you will be asked to visit the registration counter, and complete your registration formalities.
Step 6: SNAP/Fee Collection Counter
The SNAP & Fee collection counter will then take your picture for the permit, and ask you to pay the processing fees
Step 7: Printing of IDP
In the last step, the official will print your International Driving Permit.
Additional Requirements:
- The candidate must possess their original and valid CNIC
- The candidate should have their valid passport/visa
- The candidate should have a valid domestic driving licence
- The candidate should be physically fit and with 6×6 eyesight
The processing fees for the international driving permit is PKR 500 for normal processing, and PKR 1050 for urgent processing.
Driving Licence Offices in Sindh
There are a total of 26 licence centres spread across Sindh that issue a learner’s driving licence. The driving licence offices in Karachi (Clifton, Nazimabad, and Korangi), Hyderabad, Larkana, Sukkur, and Mirpur Khas also offer permanent licence and licence renewals.
The offices operate from Monday to Friday between these hours: 10 AM to 4 PM.
